Half the info double the price

Good day,

There is no way of starting it but basically with, I refuse to pay for half of the service rendered unto myself. I rented a flat from the first of October, and on very short notice I went to go pick up the keys, when I got to the flat the power was out, when I asked Joey about this, she sarcastically said that it is logical that I need to go put on the power, no it is not logical, it is the first time I am letting a flat through a agency, and thereafter I found out that it is going to cost me an extra R950, to actually activate it, now for a person living on a tight budget and already paying a deposit of one months rent, it is pretty insane to just drop any costs on that person, non the less not even notifying the client of what he or she will have to pay out of their own pocket.

So if I do not get some sort of explanation for this matter and some sort of way to deal with this situation, I refuse to pay my full rent at the end of next month, I will deduct the R950 from the rent until you can get back to me with a proper and professional manner.
