Money deducted from deposit but account not settle

In 2012 we moved out of a house we rented in dal fouche. Pam golding got a final reading on my water account and that ammount was deducted from my deposit and i was told the account was settled. However a few months ago I needed to put a new water account on my name bu was informed that the old account was not settled and now ammounted to R1600, I went to Pamgolding with the documents but was told the only person able to help me was on leave for a month. up to date I hav not heard anything from them yet. I need to have it sorted out. even if they just give me the money and I pay the account myself, the money was taken from my deposit for the water butnever pad
