Who gave Pretor the "right" and monopoly?

I stay in Middelburg and bought a townhouse in Pretoria, we have townhouses in Middelburg as well. But the one in Pretoria gives us heartaches all the time. The levies that you have to pay to Pretor for NO services at all. The buildings at the estate look terrible, the "garden" in a very poor state. Problems on problems and if you phone to talk to people about this, they act rude and incompetent and don't help at all. Were do all the money go, why do Pretor has the power to do whatever they like to? Maybe it is time for a change because never ever will I buy property in Pretoria again.
