Unfailry treated by City property

My name is prudence i started renting a flat with city property since 2012/may/01 .
last month on the 20th of April i went to city property to down grade to a smaller flat and i was informed that
i have to serve 20days notice, i served notice as request for the 20th of may . last week Friday a guy who was helping me Freddy called me in the afternoon informing me that my application for a new flat has been approved i have to pay 970.00 to secure the place . on monday 13/05/2013 i paid as per requested
the same day Freddy called me told me that there was a problem that flat has been occupied already now where does that leave me my question is how can employees of city property not know if flats are being occupied because they are the ones processing application .. i asked to speak to their manager she was not available her name is maritz . i would like to find out from city property why they give clients wrong information and wny their staff is so incompetent am not sure if they are aware on how they have inconvenienced me
i have asked for my notice to be amended to the 31st of may i have to look for another place and i was informed that i will be charged 150.00 like really now
