Metro-police intake assessment

I 'have applied in metro police as an officer, i have done physical assessment and passed them then wrote aptitude test and once i went even to interview but my problem i have been doing that for 3 times in different years and no out come its coming after that,
and why are we writing aptitude test with pencil no pens
So i want to find out how is that possible because be we keep on applying but no respond and were to check whether u did good or bad.

now i will apply again for the 4th time no wonder what will be the outcome
