Number for Johannesburg Metro Police (fines dept)

Aarto referred me to JHB Metro Police (011) 3755911. They pickup and said I should speak to the Fines Department. 40min later, I hanged up. No one at the Fines department picked up. So I call again. 3 minutes later I hanged up, again. So then i called again (3rd time). Just to be informed that I should call another number (011) 490 1503 or 02. Now i thought I maded progress. No one is picking up the line. So how do I get in touch with the right people?
