"Peace officers" who refuse to keep the peace

Our constitution values the right of people to the peaceful, uninterrupted enjoyment of their property. Well, not as far as metro police are concerned. Let it be noted that this report is being written at 3:30am. About half an hour ago i made a call to metro police. I explained my call was an 'out of the ordinary' complaint. I continued to tell them about a rooster that seem to have taken up occupancy at a petrol station that i live next door to (residential area) and that every night for the past two weeks this has been crowing randomly from about 3am till about 6am. My request for them to attend to it was refused and I was given every excuse under the sun, "that's private property, we don't have the tools, its dark, we don't have enough cars" etc. I was told to report it to the SPCA, the thing is... i had, and they told me it was metro's responsibility. I was then told that i would have to put a request in writing and submit it to my local metro office, whereby an inspector would be sent out. Needless to say, this had been done, and i am yet to hear from the inspector. So here i still sit, frustrated as ever about the fact that i'm losing sleep to this annoying rooster.
