Dangerous broken manhole

I have made numerous calls to the City of JHB who refered me to dialing 011 870-4200, they then referred met to 011 870-4200/ up to 4234 but EVERY SINGLE line is permanently engaged.
I have reported a very dangerous broken manhole to the City of JHB in March.
They gave me the reference number 8001304116 but said that its passed over to the road agency.
I have sent emails to [Email Removed] but with absolutely no reply.
This manhole is in a very busy road with tons of pedestrians walking past this manhole daily and someone could get very hurt. This manhole is on Gold Reef Road in Ormonde.
