Poor service delivery!!

My mom is a disibility pensioner she applied for rebate on the refuse removal she got the rebate in 2010 recently she received a bill from them stating to pay a certain amount or her Electricity will be cut off we went to Joburg Jorrison Street to see some one there so they send us to randburg because they where striking there we went to Randburg and they send us all the way back to Jorrison Street we came there now they send us all thru the building and eventually we end up at Elias he said he will help us he took al my moms details that was on Tuesday the 9th of April and said I must phone him on Thursday because on wednesday he will go to a meeting with the billing side because they did not take the rebate of for sertain months that's where the bill come from so I emailed and smsed him and I phoned him on Thursday he said he will phone me when he is in his office and I am still waiting for him to phone me. We need this matter resolved urgently can you Please help!! We don't know what els to do as he is not coming back to us!!
