Allowing unfair practice to continue

I have been sending mails back and forth since November last year with regards to a complaint against a -lord who has literally legally my belongings.
By advice of the tribunal, I have laid a charge of against this landlord only to be told by the police that no actual took place since there was an agreement in place. This then led me again to seek help from the Western Cape Housing Tribunal because I never received any court order, eviction notice or any notice from this landlord. Upon returning to the place only to find the keys changed, all my belongings had been sold and some of my furniture kept in lieu of arrears?
Is this not a clear and cut case for the supposed statutory body to resolve? I have requested copies of the court order, letters of demand and the eviction notice and have never received any documentation or feedback from the landlords lawyers, the W.C housing Tribunal or even my attorney. What can I do? Who else will be able to assist me?
