Business Permit Application Complaint

I am Mamosa Vilanculos a South African Citizen and I am married to Mr Daniel Pomane Vilanculos and he is a Mozambican, we have been married for 5 years now and he has applied for a business permit since October 2012 and he has been waiting since then and he was given this reference number;1000744248 and they also gave him a reference number;13003021065 for logging a call and they always give him attitude or sometime drop a phone on his ear and they never give him feedback and at one point they told him that the reference number that they gave him was wrong... My family is struggling as this is taking a toll on us me and the children because my husband has is travelling up and down trying to cross the border in order to keep his passport up to date or updated and this costs a lot of money-my husband has a skill & it can contribute to the skills Development & Job Creation..and his Tax Clearance proves so-so please help as soon as you can as this is an urgent matter and we are out of options..please help.
