Water Cut off with absolutely no notice provided

In August/September 2012 I thought I would do my bit and install a prepaid meter. What I failed to account for was the incompetence of the City. Since installing the meter, the City has out of thin air created an electricity charge and billed me for it, conveniently described as an estimate. I query this and they say I should not pay the electricity portion. At least four months go by where they create electricity charges out of thin air and on Monday 25th February 2013 I query the municipal bill. They tell me I must wait until next month when a reading of the electricity will be taken and the bill will then take this into account. Wednesday 27th February my water is cut off, with absolutely no notice provided even though I called two days before. This is totally disgusting and can only be described as a cowardly act given that access to water is a human right. I expect to be compensated for wasting 10 minutes of my air time waiting for a call center agent- they must think I'm super rich to afford to wait forever. I also expect to be compensated for the water that had to be purchased from a retailer. And this is over and above the actual water charge that I also wish to query.
