Failure to Notify, Bad Service

On 22 Feb 2013 I got a lousy SMS from SARS saying that I owe the R1431, i called the Call Centre having to wait from being caller number 361, using my airtime to phone them. I spoke to the Call Centre agent asking him, how can it be that I owe SARS money?? He tells me that it was due to an automated assessment done after I got my Tax refund last year (2012). What i want to know is how come i have to get a lousy SMS now to be informed that I owe SARS? And that the amount is way overdue since September last year (2013). No e-mail, Not even a post was sent to me between informing me of this. Ridiculous really!!! I want answers!
