Still have not recevied my refund

I bought my house in 2011. I have tried on numerous occasions requesting refund owing to me. The last agent I spoke to said she can see on the system that there is money owing to me but I must come to the office with proof of payment. Ever heard of something that ridiculous!!! Only in South Africa!!!
