High bills on the account

I have just move into the house on the 26/11/2012. I received the bills for December which indicates the amount of R1573.00 dated 02/01/13 and the next statement amount is R722.00 dated 01/02/13 the statement indicates that I have 100 days staying in the house. I went to the office for clarification but I did not get any help.

I have check with my neighbours on how do they bill them and I found out that every month they don't pay more than R100. To my suprise I don't have a garden and at the house we are only two adults and a 1year old child.

The explanation I got the fisrt time I to office is that the company that build my house did not pay for the meter reading and I have asked the company to gave me a proof of payment and they did of which shows that payment has been made but still the bills are the same.

I will appreciate if I can help to solve the problem
