Disconnected of water supply

Water supply cut off totally due to bill being to high, and since they are not the owners of the house the water supply is disconnected and wil remain disconnected until executor of estate comes forward to make arrangements! Water is not a luxury why can't they atleast restrict this poor family to atleast 60 liters of water for that family or give them some water to survive.
