Vacated 3 years ago and still getting billed

Our property was vacated in nov 2010 as we had sold it. We requested clearance figures and gave notice that we were moving out to the relevant people. We are still being billed to the property and we have been unable to get our deposit back. We have lodged a complaint with the City of Johannesburg but nobody is ever able to assist us. Each time we call we are told that we need to come in. We then attended at the City of Johannesburg in Jorrason street and were told that we have not got the correct documentation. The person helping was unable to tell us what is required as proof. We have an arrears and it is reflecting on out credit history and City of Johnaaesburg is Unwilling and or unable to assist us.
