Replacement of damaged trolley bin

I have sent through numerous new applications for a replacement trolley bin.
I have faxed, phoned and e-mailed Tshwane.
It has been over a year since my first request.
I get transferred from one department to the other.
Lindiwe promised to assist but doesn't even respond to her mails.
I have been trying to phone Ian 012 358 0591 for 3 days and there is no reply at his office.
I will collect my own bin if Tshwane is too incompatant to supply it.
I pay my account religiously and I want my damaged bin to be replaced.
