Someone from municipality keeps on turning off ou

Its now the 3rd time this is happening someone from the useless municipality keeps on turning of our electricity, we are on prepaid and we have units but someone keeps turning it off!!! I cant understand the stupid retartds they don't leave a message or anything to say if there is a problem. please can someone help!!!
