Inferior air contioning on trains

The trains, specifically the peak time trains (morning and afternoon) which are normally full to capacity, tend to get extremely hot. In some case, the air conditioners only seem to be working while the train is moving and even then it would sometimes seem that the air conditioners are turned down and/or off.

A request is (1) for some investigation into the capacity/capability of the air conditioners and (2) also to have a rule that it will always be on to maximum during summer time during peak times.
