Incompetence & disrespect to an elderly person!

I am writing on behalf of my mother who visited the Durban offices. She received a letter that her grant was under review. She duly obtained all the required documents and a friend kindly took her through. Once there, she was advised that she has to bring my father as well. My mother then explained that my father has Alzheimers disease and is extremely frail and it is not possible for him to come to the offices. The man that was 'assisting' her insisted that my mother has to bring him through. I do not understand this as the website states that a SASSA official can come through to the home. Furthermore, this same man would not listen to my mother and ignored her when speaking to him and chatted continuously to the person working next to him. Is this the disgusting way in which government treats the elderly?? Why can an official not go to my parent's home? My parents have no transport and it is not easy for them to ask neighbours all the time. Furthermore, your toll free numbers are a joke as no one answers.
