72year old man declined pension

My father applied for pension wen he was 66 where by it was declined reason being my mother works for the government she is a nurse so that closes my dad from getting pension because they believe my mother earns more money. If this is a law in south Africa can it be kindly quoted were by our south African mothers n fathers can know about it. Then at the age 68he applied again then it was all of the sudden approved but with conditions that he will get 50percent only wow I was again shocked. Then it was again cut off till today he does not get old age pension. I am so utterly disturbed at the rate our parents are being treated were by this pension it was said old age but now it has got conditions. Sassa needs to do things by the book or not do it at all its been 7years my dad been sent from pillar to post I would like an effective act on this.
