Temporary Disability Grant

My husband lost his job due to illness, we went to see 3 different doctors tests were done and confirmed that he has Huntington's disease (genetic) no cure. After applying for this grant, and being send back and forth for all my information (he is ill not me), a letter was send to my husband that this is only a temporary illness and he will only receive this grand for 12 months. I want to know how the their medical examiner came to this conclusion as this is a permanent disability. We now have to appeal within 90 days for something that is not our mistake. Someone needs to clarify this for me as there is no way in I'm going through this process again for a mistake they made.
