Mass light near palm springs clinic

An electrical contractor came to palm springs to repair a mass light the problem is they fix the lights wich were not working but those wich were working are no longer working and another problem the lid of this mass light was .and we as the community we made a plan to close it but this contractor left it open they did not close it properly now how kids are in danger of being electrecuted all in all this was a poor workmanship.help in this regard will be highly apreciated
