My water not reconnected 7 days after I had paid

My water account had been in arrears for a month and a half by an amount of R1, 963.00. I paid an amount of R2000.00 on the 22/11/2013 and was promised that the water would be reconnected within 48 hours. It is now wednesday the 27th 20:18 and the water has still not been reconnected, I went to the municipality twice already and they promised to come and they still havent done so.
Please help.
