Avoiding refunds

Property sold June 2012, JHB stamped transfer receipt in June, we lodged several requests for refunds, including via a person at JHB Council. Numerous calls and queries have been lodged, latest service request in November 2012. This was closed the next day as the department it was sent to does not handle the request and CANNOT/WILL NOT forward the request to refunds. I have been told to come back to the walk in centre (I am in Durban) or pay and instruct an attorney to resubmit the request for refund. Eventually spoke to Mr Venter, call centre supervisor today, who confirmed that the process is just to close a query if the department does not deal with the work. The refunds department does not deal with telephonic queries etc. and I can see why - they never get the request!
