Dangerous connection

The power to our house was faulty so a TEMPORY cable was connected directly from the pole. We been experiancing shocking in the house and after numerous calls was found the earth was never disconnected. Now the problem is when ever it rains we have no power due to the connection not even being covered on the pole. We are getting no responce from city power as to wen this cable under ground will be fix. It had been almost 5months now.
