They billed us wrong

We have received a notificationf rom Rustenburg Municipality that we are in arrears. when we ask for what they tell us that they were not billing us accordingly. It is their fult that we are in this mess. Now when my partner goes to the municipality to make arrange ment to pay that amount, they want a 10%. How can you a provider choose for you what you must pay of which that thing was not on our budget and it is their fault that we have this debt. Im sick and tired of the government taking advantage of people. They are here to serve not to treat us like stupid people. Whe an individual owes sars, sars ask the individual how much they can pay because they know that it was not within their budget. Why is it difficult for this municipality to do the same. It is not like we skip our installments, we owing because of their carelessness.
