Drivers Licence handed to the wrong person

I passed my Drivers test on the 26th of August then after six weeks when i went to fetch my Drivers License card they told me that it has been given to the owner of the driving school because i he said i owe him, Are they allowed to do that? Am i not the 1 who is supposed to sign for it? One other thing i still have the receipt with me, What must i do? Please help.
