Municipality INCOMPETANT in their duties!!!

We own property in the Steiles area of Nelspruit. We love our places in Tigermoth street, except for the rubbish dump that started in the street. The Owner of number 47 started building and "Temporarily" dumped their building rubble in the turn around ally (Its a cul de sac). We confronted the owners of number 47 multiple times with empty promises made and not being kept. Eventually We approached the Municipality of Nelspruit to sort this matter out once and for all. We called and they said that they will send a municipal worker to inspect and give them notice to clear it up. Nothing happened. We phoned again after 3 months and to meet the municipal worker at the dump site (you cant miss it). He did`t pitch and when we phoned the following day, the municipal workers were on strike, very convenient. We left the matter for about 3 months and decided to try again. We went to the Municipal Offices on the 27th September 2013 and spoke to the person in charge of that department, Mr Lesiba that promised us to have it sorted out in 7 days. Nothing has still been done and we're of looking at a dump every morning till evening!
