City of Tshwane refusses to refund client's money

Sold a house, bought a new house in August 2012.
Lawyer supplied a letter to transfer funds to CoT by hand, to which they signed for receiving the letter.

On 15 May 2013 my wife and I went to the municipal offices in person, spoke to Keo Ramagaga. She informed me I need a letter of the lawyer. I collected the another copy of letter from him, and was back in Keo's office an hour later. She said she will sort it out that same day.

(June), I phoned the call centre, spoke to Chalres, got a reference number. The funds was not transfered.

(July), The funds was still not transferred. I insisted in speaking with the suppervisor, Mamoetsi Motsepi. I gave her Keo's phone number and email address as she wrote it on my acount I took along when I visited her. Mamoetsi phoned Keo, while I was on the line. Instructed me to resend the letter to Keo, since Keo will sort it out. CC Mamoetsi on the email, she acknowledge receipt

(August), send email to both Keo and Mamoetsi, got read receipts from both, but not joy.

(September), send email to both Keo and Mamoetsi, got read receipts from both. No replay, No fund transferred either.
