APROVING BUILDING PLANS

We handed our building plans in 8 weeks ago and was told the approval will take between 3 and 5 weeks and since then we have been phoning and phoning and no answer. Finally today I got a hold of someone and now they tell me that after 8 weeks and no feedback from them that there is a few changes to be made. What have they been doing with our plans for 8 weeks and why do we have to pay to have this done as they cannot deliver proper services!! This is unacceptable!
