PAY PAY PAY CORRUPTION!!!

Afternoon,
I have received this OLD account in my post (attatched) this week only!!
I have always paid my account up to date.
I also stay in a section title and our body corporate said that I DO NOT need to pay this type account as it's included in my levies.
I also wonder how the person staying ontop of my unit will pay, sure we need to split the fees.

I am disgruntled and very unhappy about this situation.
I feel now that for September 2011 I have paid for something I shouldn't have.

PLEASE HELP!!
