Stop illegal use of hooters and reckless driving!!

Mini Bus Taxis:
Why is nothing done by the "City of Cape Town" to stop the illegal use of the hooters and the reckless driving?
You must surely be aware of it! you even have it listed on your website as a warning to travelers / tourists. This is such a disgrace that you are unable and unwilling to enforce the law of the road in Cape Town!
I can say this as I have reported it personally to the Metro Police and they are not capable of doing anything about these law breakers.

You dont say! and you do nothing to enforce the basic laws of the road!

When I read this, I wonder if anyone at "travel smart" or the City Council has a valid drivers license or knows the law?
