Change of Surname

In Oct 2012 i went to the Department of Home Affairs to change my baby that is born out of wedlock surname. all went well and i payed the fees and the said i should wait 6-8 months for the new Certificate. after numerice call to head office and the Welkom branch i still have no service and they keep saying i have to apply for full custody of my child and get a consent letter from the dad, the more i say we dont have contact with the dad the more stories they have. what am i to do.
