False Promises

I am Phathutshedzo Vaisi Siphuma who went to Home Affairs in Pretoria on 2012-11-28 to change my son's surname from his father to mine. Mys son's name is Vhuthuhawe and ID Number is 080412 5570 080. I did everything and I was told that I must come to collect the new certificate after 4 to 6 months. I went to Home Affairs today (it's after 7 months) but I was surprised to be told that the surname is not yet changed after 7 months, they gave me a call centre number which i called and they told me that i must fill and fax a b124, b159 abd payment slip (Why do they only tell me this after 7 months of waiting for a certificate?). my question to the Home Affairs minister is-Is this the service delivery we deserve after 17 YEARS OF DEMOCRACY?
