A metro cop who gave a guy a fine for being safe

Still in disbelief of what I witnessed this morning. While following the traffic on Mabopane highways, a guy in a golf was almost rambled by a Toyota and for the golf driver's fast reaction he averted the collision by swerving to the emergency lane cause there was a car in front of him & he had to avoid crashing into it as well. It was by luck he managed to avoid two collisions at once, then blue light from a BMW private metro cop gave chase to what I thought @ the time, the Toyota but they actually chased and stopped the Golf, I drove past them and waited by an off-ramp about 200 metres away, after a long while the Golf was let go and he approached the off-ramp and I stopped him of which he did I asked if they got the details of that Toyota and all he did was to show me a fine of R1000 he was issued with for avoiding an accident.
What the do we call this? They give you a ticked for avoiding carnage on the road. The cop clearly didnt care about the reason. The metro cop responsible for this must be scolded!!
I manage to get the details of the cop from the Golf driver and also asked him to write to hello peter.
