Slow service delivery for citizens

I hv been queing here since 8:30 this morning. I am writing this report and its 12:17 and I am still no near the last stage of finishing up. This is becoming a norm and this is just totally unacceptable. Why should everything involving the states people be always poor. Its not like we are here because we do not have anything to do. Worst of all there are people who are unemployed who will appreciate this opportunity. Please. Assist
