Unfair treatment of SA's most vulnerable

I noticed an unfair practice when I visited Ulundi recently. An old lady was crying her eyes out over a fine she had to pay to the chief's house for following her religious beliefs. Does the constitution only protect those in the suburbs or is it for all South Africans. Is the freedom we fought hard and voted for back in '94 only for those who can afford to move out of rural areas (away from the oppression of traditional leaders). Who gave traditional leaders free will to use and abuse the people under their care. These people are poor, most of them are illiterate and therefore unaware of their rights and do not even have the means to fight for them... Why are traditional leaders taking advantage of that? Why is government using our tax money to pay them if they can make money by pensioners. This whole thing of fining the poor must be scrapped!!! HOW DO THEY SLEEP AT NIGHT???
