Money gained

A few years ago a new water meeting was installed on my property. My water usage immediately climbed from a monthly average of 15 kl to a high of 93KL for ONE MONTH, i.e. 3000l per day, every day, FOR 30 SUCCESSIVE DAYS. Despite numerous letters the response was a brick wall, and I never got my money back, as it was apparently "my fault". Now, for the past 30 months, my water usage has returned [even dropped] to around 12kl per month. As ratepayers we pay their salaries, but they are allowed to get away with!! It still burns me. Has anyone else had a similar problem?
