1/2 Year on pre-paid - still double billed

On 29th Jan 2013 I had a pre-paid meter installed in my house. Account was then fully paid.
Since then the account wasn't updated, I therefore subtracted the electricity part.
Therefore finance dep put a block on the pre-paid account, my temants cannot buy electricity.
I now have to visit the offices monthly to clear the block. (No phone calls or email success)
'Amos P' at Finances can only lift the block for 3 days at a time
Lynon Jacobs at accounts tried her best but claims that the depots cause the delays
