City power and metro wrongfully charged

I was visiting a friend of mine when the city power people and the metros came to the premises and said that the electricity meter has been tampered with and they are going to write a fine since there was no one and I couldn't get a hold of the owner nor the person renting the place I was asked for my I'd and told that I shouldn't worry I must give the fine they are writing to the owner who will pay not me and I did as they were the people of the law and of which the fine was given to the owner but he failed to pay and he saying that he payed only months later a letter from the court comes saying that I have to be due in court and that a warrant of my arrest has been issued but for what? because I did not even have a contract or anything binding me to the premises nor the owner or the fine charge at hand, I went around from the metro police to the courts only to be sent back and fourth and I was told that I will be called for a court appearance.how can I resolve this as it is taking hold of my freedom and life how can this be resorted?
