Illegal discontinuation of services

Basis services was illegally discontinued on a property due to administration issues.

The municipality failed to correctly link the correct address to the correct erf and account number resulting in me suffering losses due to negligence.

Lessees have ended contracts due to the basic services being cancelled without proper notification.
Losses suffered due to food going bad and having to be disposed of.
Additional expenses having to be incurred due to other accommodation having to be sought during this time.
Increased risk of due to security equipment not functioning properly.
Time lost spent in traffic which resulted in loss of income.
Additional wear and tear suffered due to increased travelling kilometres.

This has been continuing for more than a year and I am fed up! Who is going to refund me for all the losses suffered?
