How can one been given only 1 statement for the whole entire 10 months!!!

I am a resident at Water view estate known before as Jukskei View. We only moved in August 2012 and we have never receive any invoice/statement from City of Johannesburg regarding water, only on Monday we found out we owe water R 8233.00 and this is from May 2012 yet we move in August 2012, today again we got a new statement that we owe R 8739.00 within two days

I hope you will respond within a reasonable turnaround time, like you have given me to pay you...
