Corruption and incompetence

I stay in Erasmuskloof Pretoria East and every Wednesday Waste Management guys come to collect waste, but they only collect the waste that is inside the waste bin and leave all other black waste bags that are outside the bin and if you ask them why they tell you they just dont take it!!! and they tell you they can take it if u give them some cold drink money now according to my knowlwdge they suppossed to take all the waste bags inside and outside the bin provided they are in the correct waste bag, now i wanna know wh? 's policy is that, that allows them to leave the waste bags or they just plain rude??? They have been doing this for a while and my neighbors have been bribing them but i refuse to do it!! I find this very incompetent considering the amount we pay in rates and taxes in the pretoria east area. I have been trying to contact the Tshwane Municipal but with no luck, no one seem to have the answer for me instead i get put through from one department to the other. Finally got hold of customer service and they gave me a waste management Supervisor's number and he is also not answering at 0900 in the morning... last time i called them i was holding on the phone for 20 min
