Illegally cutting electricity

Two men, very aggressive, claiming to work for city of joburg, came into my home this morning. they refused to show their tags. They claimed that I owe the city R32000 and that my electricity will be cut immediately. I do not owe this amount. It is definitely not reflected on my recent bill. I owed a huge amount up till February this year, due to billing errors the city of joburg made, and that was corrected in February. What the city gets up to is criminal.
