HELP!! R116 000 account on Residential property

I have rec a notice on my gate in someone elses name - different I'd no and different PO Box as mine, but my str no and my stand no and according to the Munp Civic Centre in Rdpt, my metres! My electricity was cut off after going to see the office to lodge my query / complaint and after realising there were a few people linked to my stand no 'in error' but means nothing just that it was a 'finger error' on name linked to my stand and I am liable to pay that R116 k amount! When asked if I can get all info relating to 'my' account, I was told it's confidential info that can not be disclosed to me, all that was said is: You are liable for paying this account. For e.g. It is showing an average amount of R6.5k pm water Elec of R3.5k pm elec &all other add fees appl - averaging a monthy acc of R11k- R12k pm on 3 people accupying the prop. Me, my husband and daughter of 19 years and the both not here during the day! Mostly only me and my husband here in the evenings with only my bed light on. Emailed as well to them and still waiting reply!! Non service motto! Help!!
