Inadmissible period to wait for cash refund

On 24 May 2013 I by fault of my own transferred a payment that was meant for a monthly instalment on my motor bike into the City Of Cape Town vehicle registration account. I immediately contacted their accounts department explaining the mistake and requested for a reversal of the funds. I was told that I had to wait four to five working days before the money would reflect and only then can I be informed of the procedure.

Never the less I contacted them the next day and I was told that the money reflects and that a refund form will be mailed to me of which I had to follow all instructions on the letter for my payment to be refunded. Luthando after emailing him all documentation told me that the refund will take 21 days for reversal. This is absolutely inadmissible, if I had paid the money over with a cheque I would fully understand but this money was mistakenly transferred from my account which means that they are sitting with my cash that is meant for another payment.

I cannot process payment for this particular monthly instalment because City of Cape town is refusing me my money, I am disgusted by their attitude and their processes.
