Refusal to end services

Since 2006 if been cutting my services... When tenants moved into my house I cut the services in order for them to transfer the w&e in their name..Oh was i surprised to find out that services was still running and nothing was done about it... services was still on my name... when i found out i immediately stopped it again..but to my surprise when the tenants moved out after 6 years the services was still on... when i queried it with them (Saldanha Bay Municipality) they said the can't find the forms for cutting of my services etc... what am i suppose to do because the lady that work @ Saldanha Bay Municipality living in the same street and on good terms with the tenants helped them... out of the mouths of the tenants... why must i pay if Municipal officials pull strings..
