What a joke! Do these people work for free?

I have been in contact with the PFA for about 2 yrs, my first complaint is still in the works somewhere. my 2nd complaint was finalised today, after stringing me along for the last 6 months (R2900) later, they reply back to me with a "we cant help you" this is absurd, could they not have come to this conclusion when I first contacted them. I did all the ground work, gave them more info than they needed, all they had to was read through it and make a decision. These people are helpless & don't even help with serious issues like the public getting robbed. It seems that this is just another government organization that sits around all day getting paid to do nothing. They are of no help whatsoever and just prolong the situation so that you lose more money.
